At 5:51pm, officers of the Sioux City Police Department were flagged down by witnesses stating a male had been robbed.
The suspect was harassing the victim and asking him for money. When the victim refused to give the suspect the money, the suspect opened his car door and threatened the victim. He also assaulted the victim and took a necklace off of his neck. The suspect fled on foot but was later apprehended by the SCPD. Javier Cerda, 27 of Sioux City, IA was charged with Robbery 2nd. The victim did not sustain any injuries and the property was returned. At this time no further information will be given.
